SAN FRANCISCO REAL ESTATE BOARD YEAR BOOK, 1929 BRIEF HISTORY of the San Francisco Real Estate Board On February 16, 1905, a group of 35 of San Francisco's leading brokers met in the assembly room of the Chamber of Commerce and organized the San Francisco Real Estate Board. They adopted a Constitution and By-Laws and elected the late Josiah R. Howell, the first President. The members of the first Board of Directors were J. R. Howell, S. G. Buckbee, J. R. Harmes, F. E. Magee, David Rich, Geo. D. Toy, C. M. Wooster, E. L. Hoag and H. P. Umblsen. These leaders met on that day with a firm determination to find a way, if possible, to correct a chaotic condition in the local real estate business. There was no established rate for selling real estate—no leasing rate nor any uniform schedule for collections. Brokers in competition with their fellow brokers would cut commissions to practically nothing. This naturally engendered ill feeling, and an utter failure of cooperation among the leaders in the business. Three main problems confronted this small group of leaders. First, to establish a uniform schedule of commissions and charges; second, to establish a Code of Ethics; and third, to provide for a tribunal with powers of enforcement of both. How well they succeeded is well known to all Board Members. The development of a suitable rate has taken years of accomplishment; but, step by step, the rate has be- come established until today it is recognized and accepted by property owners through- out the city. The Code of Ethics of the National Association is the Code of the Board and it is seldom that we hear of its violation. The third problem was solved in the creation of a trial court in the Board itself, before which disputes and misunderstandings between members may be heard. The success of this arm of the organization is evidenced by the fact that never in the history of the Board has a member failed to abide by the findings of the Arbitration and Grievance Committee. The Constitution adopted in 1905 has proven the wisdom and foresight of its founders. It has met the emergencies which have arisen in the experience of years. Few amend- ments have been made and those to meet the expansion and development of the organ- ization. Two major purposes of the Real Estate Board were set forth in the Constitution. They were: first, to promote, foster and protect the interests of the broker and, second, (recognizing the common interest of the broker and his client, the property owner), the protection of the interest of the property owner and tax payer. The Board has always been on the alert in the interest of the tax payer. Many things have been accomplished through the initiative of the Real Estate Board. It was this organization that raised the first ten thousand dollars and engaged the New York Bureau of Governmental Research, for the purpose of making a survey of our San Francisco municipal government. It was based upon our belief that the tax payers should receive one dollar's worth of labor or one dollar's worth of material for every dollar expended in taxes. The San Francisco Bureau of Governmental Research is the direct result of our efforts and the establishment of a budget system. Californian's, Inc. is also a child of the Real Estate Board for the idea was developed by a committee of this Board, and the first thirty thousand dollars collected from the members of this organization. Matters of State and Local Legislation of interest to property owners have always had the active interest of the Board. Proposed Bond issues have been actively sup- ported or opposed as in the judgment of the Board, the best interest of the tax payer demanded. The stand of the San Francisco Real Estate Board has been a determining factor in the solution of many of California's difficult problems.

SAN FRANCISCO REAL ESTATE BOARD YEAR BOOK, 1929 THE SAN FRANCISCO REAL ESTATE BOARD ITS OBJECTS AND PURPOSES The objects and purposes of the San Francisco Real Estate Board as set forth in the preamble of the Constitution and By-laws are as follows: "The objects of the organization shall be to secure for its members (active, associate and affiliate) the benefits of united effort and concentrated power to the end that the evils and annoyances connected with the transaction of the business of dealing in real estate shall be abated; to promote good fellowship and fair dealing; to protect its members and the public from irresponsible, unprincipled and dishonest dealers; (to promote the enactment of legislation for the protection of property rights and interests generally), and for the safe-guarding of all transactions and dealings per- taining thereto; to secure proper legislation governing the transactions of real estate brokers generally; to appraise real estate for any and all purposes for which appraisements may be desired; and to do any and all things else in its power which may tend to upbuild the stability and the dignity of the business of dealing in real estate." SAN FRANCISCO REAL ESTATE BOARD YEAR BOOK, 1929 APPRAISAL DEPARTMENT of the San Francisco Real Estate Board The San Francisco Real Estate Board has been equipped for appraisal work and has been making appraisals for more than twenty years. Recently the Board has made appraisals for some of our largest public service corporations, involving property run- nning into many millions of dollars. We have also recently made a number of appraisals for bond issues. BOARD APPRAISALS ARE CONFIDENTIAL When application is made, if the applicant will so indicate, Board appraisals are treated confidentially. Every possible safeguard is adopted to insure an impartial and unbiased valuation and the information furnished is recognized as being the exclusive property of the one seeking and paying for the appraisal. No member is allowed to serve on the appraisal committee who is personally interested in the property. HOW BOARD APPRAISALS ARE MADE A special committee of three is appointed for each appraisal, the members of which are chosen because of their special knowledge of the property to be appraised. The special committee carefully examines the property, taking into consideration every ele- ment which enters into its value. This committee then submits its report in writing to the Directors, all of whom have been given a description of the property in advance. It is incumbent upon the Directors to personally examine the property prior to receiving the report of the committee. When the final valuation is determined upon by the Directors, a certificate of appraisal is issued under the seal of the Board and it becomes the official Board appraisal. A CERTIFICATE OF APPRAISAL A certificate of appraisal sets forth the actual cash value of the property as of the date of the certificate, unless otherwise especially noted, as, for example, in applications for income tax returns, inheritance taxes, etc. WHAT IS THE VALUE OF YOUR REAL ESTATE? A sound appraisal is the only way to establish property values. An appraisal by the San Francisco Real Estate Board is recognized as authoritative. Appraising real estate is a science. The elements affecting valuation are many and complex. The knowledge and proper appreciation of these elements is necessary for a scientific and dependable valuation. Wide experience, technical knowledge and keen business judgment are the qualifications of a good appraiser. A Real Estate Board appraisal represents the collective judgment of a number of leading experts. This is the reason why a Board appraisal is recognized as the highest authority on real estate valuations. The man who is contemplating an important real estate transaction should have the benefit of the best and safest advice. In the final analysis the best and safest advice is had in a Board appraisal. City property, improved or unimproved, not less than five per cent (5%) on the first $10,000 of purchase price, plus two and one-half per cent (2½%) of the balance. Minimum commission on any sale, $50 on unimproved and $100 on improved property. B. Country property, acreage and all other classes five per cent (5%) of the pur- chase price. EXCHANGES Each party to an exchange shall pay the full commission based upon the consideration for the respective pieces of property so exchanged, the same as if a sale had been made by each party. LEASES BUSINESS PROPERTY A. For a term up to one (1) year, charge not less than five per cent (5%) of gross rental, but minimum charge to be not less than twenty-five per cent (25%) of first month's rental. FOR SINGLE RESIDENCES: For term up to one (1) year charge not less than five per cent (5%) of the gross rental, the minimum charge to be not less than twenty per cent (20%) of the first month's rental. For term exceeding one (1) year add two per cent (2%) of the gross rental for the period in excess of one (1) year to the charge for the first year. B. SINGLE FLATS AND SINGLE APARTMENTS: For term up to one (1) year charge not less than five per cent (5%) of the gross rental, the minimum charge to be not less than twenty percent (20%) of the first month's rental. For term exceeding one (1) year add one per cent (1%) of the gross rental for the period in excess of one (1) year to the charge for the first year. C. MONTH TO MONTH TENANCY: Charge not less than twenty per cent (20%) of the first month's rental in all cases. D. ADVERTISING: All advertising of residential properties for lease or rental to be at the cost of the owner. OPTION OR RENEWAL OF LEASE Where the lease provides for a renewal option, at stated rental after a stated period, the commission for such renewal shall be one-half (½) of the regular commission of the rental provided for in the new lease, the commission to be due and payable at the ex- ercise of the option. OPTION OF LESSEE TO PURCHASE Where the lessee is granted under the terms of the lease the option to purchase the leased property and lessee exercises such option, the broker negotiating the lease will be entitled to the usual sale commission, less however, that portion of commission charged for the unexpired term of the lease from date of consummation of sale. LONG TERM LEASES The commission on long term leases is to be at the rates fixed for Business Property Leases, except where such commission would exceed the sale commission for the sale of the property, based on a sale value computed by capitalizing the annual income as five per cent (5%) of such value, then in such event the lease commission may be based on such sale commission but is not to be less than the amount of such sale commission. RENEWAL OF LEASE. Where the lease is renewed to the same tenant, whether placed by agent originally or otherwise, the minimum commission shall be one-half (½) of the regular commission on the rental provided for in the new lease. MANAGEMENT OF PROPERTY A. BUSINESS PROPERTY: Charge not less than three per cent (3%) of gross collections, plus renting and leasing charge for any such service. B. APARTMENT HOUSES AND RESIDENTIAL PROPERTY: Charge three per cent (3%) to five per cent (5%) of gross collections. LOANS A. FIRST MORTGAGE LOANS: Two per cent (2%) of amount of loan on loans for a term of one (1) to five (5) years and where in excess of five (5) years charge three per cent (3%). B.
