POSTAL RATES AND INFORMATION Latest Official Figures At Time of Printing FIRST CLASS includes all letters and sealed parcels except parcels sealed under special per- mission (with approved label). Also includes any open letter or parcel which contains writing except that DEALERS or MANUFAC- TURERS may include a single invoice and still retain 4th class rates). Typewritten work and carbon copies are first class mail. 3 cents per ounce or fraction thereof. Postal Cards, Private Mailing or Post Cards (within government size limits, maximum 3 1/8 inches by 5 1/8 inches), written or printed. 2 cents each. SECOND CLASS (Transient). Complete copies of newspapers or periodicals, entered at Post Office as second class matter, when mailed by other than publishers, regardless of weight or distance. 2 cents for first 2 ounces and 1 cent for each 2 ounces or fraction thereof, or parcel post rate if cheaper. THIRD CLASS includes circulars, and other matter wholly in print (except second class pub- lications), proof sheets, corrected proof sheets, and manuscript copy accompanying same, mer- chandise (including farm and factory products) and all other mailable matter not included in the first, second or fourth classes. Weight limit of this class 8 ounces. 2 cents for the first 2 ounces or fraction thereof, plus 1 cent for each addition- al ounce or fraction thereof. Exception. Books, catalogues, seeds, bulbs, roots, cuttings, scions, and plants (up to 8 ounc- es). Reduced rates on bulk mailings, upon ap- proved application. (Section 34.66 P. L. & R.) 2 cents for first 2 ounces and 1 1/2 cents for each additional 2 ounces or fraction thereof.

Pieces or packages of third-class matter, when of such size or form as to prevent ready facing and tying in bundles and requiring individual distributing throughout, shall be subject to a minimum charge of 3 cents each. Among the articles to which the 3 cent minimum charge shall apply are those exceeding 9 inches in width or 12 inches in length, or less than 3 inches in width and 4 inches in length; round, cylindrical, or other irregularly shaped pieces or packages, and those with contents forming a hump or which are otherwise so uneven as to prevent stacking or tying in packages; also articles in bags or which are addressed by means of tags. FOURTH CLASS must weigh in excess of 8 ounces; includes books, circulars, and other mat- ter wholly in print, proof sheets, corrected proof sheets, and manuscript copy accompanying same, merchandise (including farm and factory prod- ucts), and all other mailable matter not included in the first, second and third classes. Exceptions. Rate on books, catalogues and library books. Apply at Post Office. Size and Weight Limit. The limit of size shall be 72 inches in length and girth combined and the limit of weight shall be over 8 ounces and not exceeding 40 pounds in the first and second zones and 20 pounds in the third to eighth zones, with certain exceptions; consult local post office. Rate on Parcels for Armed Forces Overseas. The zone rate is applicable from the Post Office where mailed to the Post Office in care of which the parcel is addressed. AIR MAIL (Domestic). Limit 8 ounces. 6 cents per ounce or fraction, including all U. S. possessions, A.P.O.'s, F.P.O.'s, Canada and Mexico.

An air rate of 4 cents each is applicable to postal cards, private mailing or post cards con- forming to the conditions prescribed by the Postal Laws and Regulations. SURVIVAL UNDER ATOMIC ATTACK KILL THE MYTHS Atomic weapons will not destroy the earth. Atomic bombs hold more death and destruction than man ever before has wrapped up in a single package but their over-all power has very definite limits. Not even hydrogen bombs will blow the earth apart or kill us all by radioactivity. Doubling bomb power does not double destruction. Modern A-bombs can cause heavy damage 2 miles away but doubling their power would extend that range only to 2½ miles. To stretch the damage range from 2 to 4 miles would require a weapon more than 8 times the rated power of present models. Radioactivity is not the bomb's greatest threat. In most atom raids, blast and heat are by far the greatest dangers that people must face. Radioactivity alone would account for only a small percentage of all human deaths and injuries, except in underground or underwater explosions. Radiation sickness is not always fatal. In small amounts radioactivity seldom is harmful. Even when serious radiation sickness follows a heavy dosage there is still good chance for recovery. SIX SURVIVAL SECRETS 1. Try to get shielded. If you have time, get down in a basement or subway. Should you be caught out-of- doors, seek shelter alongside a building or jump in any handy ditch or gutter. 2. Drop flat on ground or floor. To keep from being tossed about and to lessen chances of being struck by falling and flying objects, flatten out at the base of a wall or at the bottom of a bank.

3. Bury your face in your arms. When you drop flat, hide your eyes in the crook of your elbow. That will protect your face from flash burns, prevent temporary blindness and keep flying objects out of your eyes. 4. Don't rush outside right after a bombing. After an air burst, wait a few minutes, then go help fight fires. After other kinds of bursts, wait at least 1 hour to give lingering radiation some chance to die down. 5. Don't take chances with food or water in open containers. To prevent radioactive poisoning or disease, select food and water with care. When there is reason to believe they may be contaminated, stick to canned and bottled things if possible. 6. Don't start rumors. In the confusion that follows a bombing, a single rumor might touch off a panic that could cost your life. FIVE KEYS TO HOUSEHOLD SAFETY 1. Strive for "fireproof housekeeping." Don't let trash pile up; keep waste paper in covered containers. When an alert sounds, do all you can to eliminate sparks by shutting off the oil burner and covering all open flames. 2. Know your own home. Know which is the safest part of your cellar; learn to turn off your oil burner and what to do about utilities. 3. Have emergency equipment and supplies handy. Always have a good flashlight, a radio, first-aid equipment and a supply of canned goods in the house. 4. Close all windows and doors and draw the blinds. If you have time when an alert sounds, close the house up tight to keep out fire sparks and radioactive dusts and to lessen chances of being cut by flying glass. Keep house closed until all danger is past. 5. Use the telephone only for true emergencies. Don't use the phone unless absolutely necessary: Leave the lines open for real emergency traffic.

Place the palms of the hands on the small of the back with fingers resting on the ribs, the little finger just touching the lowest rib, with the thumb and fingers in a natural position and the tips of the fingers just out of sight. 3. With the arms held straight, swing forward slowly, so that the weight of your body is gradually brought to bear upon the patient. The shoulder should be directly over the heel of the hand at the end of the forward swing. Do not bend your elbows. This operation should take about two seconds. 4. Now immediately swing backward so as to remove the pressure completely.

STANDARD TECHNIQUE OF ARTIFICIAL RESPIRATION (Continued) 5. After two seconds swing forward again. Thus repeat unhurriedly twelve to fifteen times a minute the double movement of compression and release, a complete respira- tion in four or five seconds. 6. Continue artificial respiration without interruption until natural breathing is restored,—if necessary, four hours or longer or until a physician declares the patient dead. 7. As soon as artificial respiration has been started and while it is being continued, an assistant should loosen any tight clothing about the patient's neck, chest or waist. Keep the patient warm. Do not give any liquids whatever by mouth until the patient is fully conscious. 8. To avoid strain on the heart when the patient revives, he should be kept lying down and not allowed to stand or sit up. If the doctor has not arrived by the time the patient has revived, the patient should be given some stimulant such as one teaspoonful of aromatic spirits of ammonia in a small glass of water, or a hot drink of coffee or tea, etc. The patient should be kept warm. 9. Resuscitation should be carried on at the nearest possi- ble point to where the patient received his injuries. He should not be moved from this point until he is breathing normally, of his own volition, and then moved only in a lying position. Should it be necessary, due to extreme weather conditions, etc. to move the patient before he is breathing normally, resuscitation should be carried on during the time he is being moved. 10. A brief return of natural respiration is not a certain indication for stopping the resuscitation. Not infrequently the patient, after a temporary recovery of repiration, stops breathing again. The patient must be watched and if natural breathing stops, artificial respiraion should be resumed at once. 11. In carrying out resuscitation it may be necessary to change the operator. This change must be made without losing the rhythm of respiration. By this procedure no con- fusion results at the time of change of operator and a regular rhythm is kept up.
