POSTAL RATES AND INFORMATION Latest Official Figures At Time of Printing FIRST CLASS includes all letters and sealed parcels except parcels sealed under special per- mission (with approved label). Also includes any open letter or parcel which contains writing except that DEALERS or MANUFAC- TURERS may include a single invoice and still retain 4th class rates). Typewritten work and carbon copies are first class mail. 3 cents per ounce or fraction thereof. Postal Cards, Private Mailing or Post Cards (within government size limits, maximum 3 1/8 inches by 5 1/8 inches), written or printed. 2 cents each. SECOND CLASS (Transient). Complete copies of newspapers or periodicals, entered at Post Office as second class matter, when mailed by other than publishers, regardless of weight or distance. 2 cents for first 2 ounces and 1 cent for each 2 ounces or fraction thereof, or parcel post rate if cheaper. THIRD CLASS includes circulars, and other matter wholly in print (except second class pub- lications), proof sheets, corrected proof sheets, and manuscript copy accompanying same, mer- chandise (including farm and factory products) and all other mailable matter not included in the first, second or fourth classes. Weight limit of this class 8 ounces. 2 cents for the first 2 ounces or fraction thereof, plus 1 cent for each addition- al ounce or fraction thereof. Exception. Books, catalogues, seeds, bulbs, roots, cuttings, scions, and plants (up to 8 ounc- es). Reduced rates on bulk mailings, upon ap- proved application. (Section 34.66 P. L. & R.) 2 cents for first 2 ounces and 1 1/2 cents for each additional 2 ounces or fraction thereof.
