ompton Maden's Elle Plan 230. Yellowstone May 30, 1932 David H. Maden, Supervisor Wild Life Resources U.S. N.P.S. discussed his plan for utilization of the northern elle herd, day before yesterday (I failed to get it down at the time). His attack on the problem is this: The Park Service cannot solve its elle problem from the inside; it must go outside the park & get the cooperation of the adjacent states. With the present set-up, four thousand hunters (Maden) [at least many] line up along the northern park boundary and shoot the elle as they come across. This, plus civilization, fences, roads, etc. drive the elle back into the park & cause the heavy concentration of elle on the parker fall & spring range, causing it to be utilized all winter, with the consequent overgrazing. Wright says that about 750 elle starved to death this winter. There is [illegible] winter range outside the park where the elle would normally go, and local sentiment is against its acquisition.
