Not a flock. 2 together on water, 1 flying nearby, 2 flying farther off. Perched on mast - probably 1 of early morning flock. Light ph. - travelling 30' apart Circled ship low - immature - more light areas than normal for many Western - possibly 2nd year bird, back upper tail coverts white with pattern of spots - black terminal tip to tail. Looked carefully. On and off water, only 1 had remnants of rusty on lower deck. Distant - Phase?
