Palms tells me that he has started a movement in the State Department so that Consuls will be instructed to call attention as Proposed shipment of wild species in any shape or parts or products of their, which have been taken contrary to the laws of the various countries, or whose export is prohibited and is trying to get this principle recognized in the Tariff act.
