Seine was ineffective in obtaining a good sample because the population level is not extremely high (as it was when the seine was used successfully - the fish used various water levels more frequently) and fish almost entirely restrict their movements to the rock surface. The rod frame of the seine and the irregularities of the rocks on the shelf result in the fish going under the seine instead of over it.
