How we found the people very friendly and helpful. I had had some problems with my permit. They required more information. I brought this with me from Berkeley. We only had to wait for the man who is in charge of making out the permits. He was late ~ 10:00 - 10:30. Once he arrived, things moved fast. He preferred pesos to our international money orders in dollars. We were told it would take 2-3 days to process the permit and to come back in late afternoon or the next morning. We met two people who spoke good English. 1) D. Madalypa Del Rio - a woman who is quite knowledgeable about permits and speaks very good English. 2) Lic. Jesus Arredondo C. y Fonseca - a lawyer who was "less important" but very friendly and helpful.
