A few incidental comments: There are 5 elementary school texts in Punjab area. Out of 250 teacher training institutes, there are only 5 science labs. Out of 18000 secondary schools in India, 2000 teach physics. Lemard expressed a desire for copies of our guide-lines manual for use and evolution (of the manual) in the summer institute program. Dr. Dant enquired further about dropout jun school. Important reason is economic. Children are obliged to work. "The old man quits at 45, makes peace with his friends and relatives prior to that, then spends his last 10 years making peace with God." 90% of secondary schools are private "All" students are after government jobs. This stems from British background. They set up secondary schools to pick people for government jobs. Lemard has serious question as to how many children should go through secondary school. The thinking through in this point will be done by the Ministry of Education and the University Grants Committee. The Ministry will then advise the states on this matter. The Central Govt. gives grants to the state govt.
