Stebnicz, R. 1963 Ascar Trip Bangkok Jan. 30 emphasis on basic work. Both men agreed. They said, "Why don't you ask Predisth why we are emphasizing applied research?" Both are basic research men themselves. At present time the country is employing many engineers. There is not yet public demand for scientists. The hope is there will be in 5 yrs. and that by then the people will see the need for basic science and that applied science depends on the former. Dart emphasized, however, that it would be well to look ahead now and used an example from India. Germany has an arrangement with the chemical industry of India whereby the Indians can manufacture certain chemical substances developed by the Germans, but the latter never release their latest discoveries for licensing in India. Since India is not producing basic research scientists in chemistry in any significant numbers, she is unable to come up with new chemical products herself and is thus always producing the outmoded or second rate materials of another country and is not in a favorable position to compete in the world market. If she is not to be always a step behind (a follower), she will need to begin to stress basic research in chemistry. India has tried to solve her chemical
