Stubniz, R. 1963 Asia Trip Karachi Jan. 20 A subcommittee of science education has been formed. It is chaired by Dr. Nagir Ahmed who is rather ineffectual. The committee has arranged popular lectures in several cities. If organization becomes effective and healthy, Asia Foundation will support it. The foundation has been trying to get PSSC and BSCS materials introduced. Sharif is the impediment. When report of Commission on HIG Education was accepted (essentially) and 3 year college program was instituted. At the beginning of the 3rd year of the program students revolted. Evidently want easier educational program. President Kahn came into office in 1958 - by usurping power. Country was put under martial law. He introduced a new constitution in 1962. [illegible] does not feel the people are communist oriented yet at the same time they don't want to be dependent on U.S. aid. Much of our aid is designed for long term benefit - such as development of resources and its effect is not readily seen by common man. Karachi is [illegible] to a considerable extent a refugee city. It went from 250,000 population in 1945-47 to its present 2 1/2 - 3 million. Natural increase is also very high.
